Winnie has spent over twenty years as a seasoned human resources leader with a broad spectrum of industry experience in municipalities, non-profits, public utilities, private healthcare agencies and special districts. She completed her undergraduate studies at the University of California, Irvine honing her skill as a mediator in the office of the Ombudsman and completed her graduate studies at the University of Southern California (USC). She is also a faculty member of Laney College, teaching Labor Studies. Winnie has also owned and operated multiple small businesses and understands the value of a strong and efficient finance and HR systems.
